At that time, the Italian Government started to promote the business intermediation enforcing specific laws. The Chamber of Commerce was, actually, the ideal instrument for a policy of real “approaching” among the economies from different countries. The Italian government, which was still far from the principles of a free trade, started, for the first time, to create and coordinate a specific structure for the international business relations. Even after a change in its political attitude, clearly oriented towards protectionism and more rules (to the detriment of the principles of coordination), the Italian government kept this role at the international level.
